You can try by buying signature links on forums, like if you got 20~30 sig's you'd definitely get attention
With $10 per day you can get 100 posts done in a forum. Just post an offer, say that you pay $0.10 per quality post, pick someone which fits to your job, and start linking.

I'm still a n00b, but it occurred to me a while back to make 2 friends and we could each place 1 link to one of the other's websites without having any true reciprocal links. Would that work, or would it still throw up red flags? For instance, website 1 links to 2, 2 to 3, and 3 to 1.
That is known as a triangulation scheme and Google sorted that out about 6 years ago as well if not longer. I can save you some time as well by telling you with 100 percent certainty to avoid Angela and Paul's links, linkwheels, blog commenting and just about anything being offered in the services section here. for better and quality back-links first make quality directory submission, i think you have done it. other option are 1. forum submission (general price $0.10/submission) 2. Write some awesome article about your site and submit to directory(generally 50-100 submission for $10) 3. spent your budget for social bookmarking 4. Write Brief E-book and submit it to some Free Ebook provider site(if you don't have time than you may hire freelancer for write and submit E-book)
Contact directly to affiliate marketer or blog creator to advertise or post your site on their post. I'm sure you can work something out with as little as $10. Tell someone to write article for $5, go to service on this forum or check out fiverr.com

Reciprocal links are not useless, they just do not carry the power of one way links. They are still highly valuable if they are not being used for building backlinks, but are being used to draw traffic directly from sites within your own niches. Example - I'd gladly write an article/blog post for anyone who has good readership in the Article Marketing or CPA Marketing areas which includes one link back to my site. I would then include a link to their site within a blog post on my site. We may neither one get a big boost from the links, but we do create more value for our readers, and give each other an opportunity to expand our own email lists. For $10/day? I'd find a good Filipino writer who would take on the job of producing 2 articles per day, submitting them to directories, and social bookmarking them for you. Have them send you the articles, so you can add them to a blog attached to your site for added content for the search engines.
