If you know how to create a CSS template, you can just take some images from google. Edit the image to suit your site. If you don't know how to create a CSS website, then try searching for a CSS template. You may get one that suits for a clothing website. Good Luck!
Use WordPress to build your website and then all the features you'll need you can include as a plugin.
With dreamweaver i use us free CSS web template's to make my site at http://www.free-css-templates.com once download you can change the text,picture,color just about anythings. This is very easy, i make 90% of my sites this way because it saves me a lot of time. I created http://www.cuttingboardbamboo.net from a template on page 10 called "Flowerpremium" Looking at it you will see all that i have change, everything took about an 1 hour 1/2
Clothes meaning? You intend to showcase them, write about them or sell them? Give some clues atleast.
Yeah, that question is a bit vague. Whatever you are aiming at, I would look at other sites that are successful to get some ideas. Not to copy them, but this will give some clues as to what types of layouts, navigation, etc. works well for the audience you are wanting. Then, depending on your skills and time you have to dedicate to design, I would probably opt for a WordPress site. You can do some fairly elaborate and unique layouts. Hire a designer and do It right from the get-go. Even if It's an ecommerce site It's worth the investment (If your on a tight budget, outsource oversea's). You'll thank yourself later.
As others have stated, you can do this yourself these days with a CMS. Consider taking a look at either Drupal, Joomla or Wordpress. If you have a budget in mind, consult a developer.
