Your tips are good, but still I think it all depends from the sphere which is chosen. If that is very, very competitive then it is not so easy to get in google first page. And talking about backlinks which also is important for ranking, I lately have understand that other competitors got those backlinks in the way of a little scam if that would be appropriate word. It for me as a beginner is a quite hard to compete with guy which page has, for example, 10 000 backlinks, for something like that I have to work for a very long time to get count like that and even mentioned tips would not help me to get in first page, at least I think so.
This is just a beginning. Today its not easy to get top rank in Google. For that you have to do lots of work and it really require more effort.
The will not work for any competitive keyword. Link exchanges are dead. Meta tags are not even used by google for rankings.

why you say that ?? if you have bad content you won't have any backlinks the good content is all thing
Just with good content you would not get anything ... just backlinks can help you rank on google. You can check what types of pages ranks on the top, if you look closely you will see, that those with a lot of backlinks, and by a lot I mean thousands of backlinks!
Of course it is hard! Firstly, you have to learn a lot how it all works, where you have put your keywords and so on ... for me there every day comes up a new information, at some moments it even seems that the information is too much to take and use all of it!
No, PR doesn't work that way. Show me an example of a site with PR that shows no backlinks in yahoo site explorer.
