Yes, you can install joomla to your host. Just upload it . follow instructions. Some hosting has instant joomla script ready to install. Not all hosting cancell accounts. of course you have to pay them. Look for hosting that has good reputation. Yes you can host your own server.
What U mean with on PC? Localhost or you use your own server? U can use FTP Program like cuteFTP to upload file to your site host. More easy when your host use cpanel.
you can do it both ways and if you are in a free hosting account you should back your site everytime you do an update or weekly which ever comes first.
