HTML sitemaps are pages with no specific content and are collections of links... links that may be in excess of 100 links which is frowned upon by Google.

    Better use an XML sitemap.

XML Sitemap is best for search engines and bots while the HTML sitemap is best for visitors and user experience. A quick reference to a HTML sitemap will definitely help users to navigate through the rest of your webpages quite easily.

Honestly, XML sitemaps do absolutely nothing for the average web site. They are only really good for three things:

    1) Getting a site with no back links indexed (which is absolutely worthless, because without any back links your URLs are not going to rank for anything and could be just as easily deindexed a week later)
    2) Helping Google crawl sites that have crawlability issues (which is not the case for 99.999% of the sites on the web. Most sites do not have crawlability issues these days)
    3) So that sites with hundreds of thousands or millions of URL can prioritize which sets of pages get indexed first, which get indexed next if the search engine still wants to index more pages, etc. using the <priority> element.

Other than the above 3 situations, sitemap.xml files provide no useful purpose for a site. Very few sites need them.

An HTML sitemap on the other hand, does provide "some" useful functionality. It can provide internal linking to your most important pages and allows yet another variation of link text for each link. It also gives users a quick overview of your site structure and can help them find what they are looking for on the site.

If I had to pick just one, I would go with the HTML sitemap unless my site had crawlability issues or I had hundreds of thousands or millions of URLs on my site. Then I would use a sitemap.xml.

XML sitemap is the best option to take rather than the html sitemap.
It helps the Google crawlers to crawl your site in a better way.

You can make use of both.
I personally make use of both as they have their own added benefits.
