I think Links from forum signature is best method to do link building. Forum links have more value in terms of Search engine ranking rather than a directory link.If you join forums related to your website then you may also get some targeted traffic from that forum.

This is the same answer i would have given. The value of the forum signature depends on the following factors. 1. The niche of the forum and also the content of the pages where the signature is visible. It means that even if you have a signature in DP but if you post only in general chat specially in threads for TV serials it can benefit only a TV serials niche based website. 2. Whether the Forum is do follow or nofollow. 3. What is the value of the forum itself. A very popular forum gets each and every new post made indexed in google within minutes. 4. How many external links are there in the threads where you post. Also how much quality content those pages contain. 5. All the other general characteristics of good and bad backlinks apply.
Yes they do, but not too great, because as you see, forum signature comes from PR n/a pages, there are many signature on one page. Which mean the quality is very low.

Of course, Forum signature considered as a quality back links. more over if you are having topic related link then it will bring you more traffic.
It is valuable if the forum is dofollow. And it is also valuable to promote your websites and product.
