Feedback can not give a feedback to user

can someone help me? I can't give user a feedback. I always get this message:

IMO, new users that ask stupid questions like these should get an automatic 1 week ban with the rules plastered on the banned page

 

Its not a stupid question, the link you gave has nothing regarding itrader. (I can't find it atleast)
