When you use black hat methods to promote your website/s then Google gives penalty or when you blast a lot of back links towards your website then you get a penalty. All you have to do is build back links slowly like 200-300 per month is okay. And also, you need to build quality back links instead of junk ones. There's a lot to say but everything comes slowly with experience.

What you were suggesting were currently I have been doing until now. My blog's PR has been dropped 2 months ago from PR4 into N/A
I am waiting the time for Google to update pageranks of blog and websites. Do you know when they will perform the update again? When they did it the last time?

30, 60 and 90 penality due ti your links, if your links is spamming then you will get this type of penality.....
