    if you looking for genuine signups (that is people genuinely interested in your site/product/newsletter/etc), than you need to direct traffic to it, and depending on the niche of your site it may convert well or not.
    alternatively there are get-paid-to (GPT) sites, that pay users (cash or rewards) to complete actions, for example register on some other sites.
