Mass Payment Not Working - Showing Error

I have a Paypal Indian account. Mass payment used to work fine for me but today I'm getting a error.

Can anyone please guide me on what the problem may be?

 

I tried it today morning and it was showing the same error. I asked one of my friend and he is getting same error so I think it should be for all accounts.

It is not a big problem , just signout and sign in again.

 

I'm trying it from past 2 days. So signed in and signed out number of times. Still same problem.

 

There is option of mass payment in send payment else contact support.

 

i just did one mass pay

 

Indian paypal account holders are not allowed to mass pay.

 

Any ideas what is the probelm with the Mass Pay It's literally not working for more than 5 days now!
