Can a canadian register a .ru?

    Is it possible for a canadian or an american to register a .ru even if it don't have a business incorporation documentation ?

    I have a client who is canadian and want to make a site about russia and doesn't have a corp doc.

    He's not a russian... but he have both a canadian and united-states passport.

    For the individual registrations, a copy of ID (passport/driver's license) is required. For businesses located in Russian Federation, business Taxpayer Identification Number(ИНН) and Reason code of registration(КПП) are required. For businesses located outside of Russian Federation, the Business Incorporation documents from any country are required.

    What is this "Business Incorporation documents" ? He just want to make a personal site blog... he's not like google.
