I think he means to go get a breakdown of the top 10 competing sites or pages such as their page rank, age, backlinks ans keyword usage in title, description and H1 tags.
Good but painfully long and time consuming. Find a keyword tool that does this for you... focus on Google and spend a whole lot less time doing the same thing. But the most important part of the process is checking to see who already has the top few spots and seeing if you can outrank them for that phrase. KEI is a great start.
