Well, because the website was been optimized greatly to target that keyword based on it's Title and meta contents. Also, it's been optimized well gaining PR3 at that.
Whoever did the site knows how to target their keyword - sometimes its the simple things that work the best.

get backlinks from pages that have high pr and you will overtake that website. How do you know they do not have any quality backlinks? You need tools like SEO Spyglass to really see the pr of their links.
