yes. it is old method but mostly seo use free hosting wordpress blog. wp blog is more powerful then site blog. if you don't believe then writer article and publish them with site linking, you'll see result sure.

Better as well if you add the blog inside a subdirectory rather than creating it in a sub-domain. Seen many sites create blog.sitename.com, and all that precious juice gets wasted.
This is in no way a new method of site architecture. The problem is many static sites have stagnant old content which might avert search engines from crawling your site regularly. Even Matt Cutts in one of his videos suggested that one should have a blog running by a static site.
