The thing to remember is that you can get all the relevant backlinks that you want and still not raise your PR. Also, when building backlinks make sure that they are from authority sites, 1 link from a PR9 site is worth more than 10 from PR1. When worrying about PR, you have to remember that Google does not update this right away. It can take 4 to 6 months to updated. Look at your Alexa Rating, that is a bit more reliable. If you wanna do it fast, so start buying links, the higher the PR of the links you buy - the higher yours will be... just dont buy the packges of 1000 links in $10.... google will see it as spam.
Also beware on buying links just to get PR, this is considered manipulation and Google penalize/ban them.
Well you can get yourself involved in Link Schemes if you really are desperate in getting your website gain PageRank in a short period of time. I however, will have to warn you about such link schemes and I highly suggest that you read THIS first before doing anything that can get your website penalised in Google.
FYI, PR is updated quarterly. You'll only see the effect of your link building activity in every 3 months. Just keep on adding quality backlinks while waiting for the next round of PR update. Remember, the PR your site will deserve determines how far you have gathered quality backlinks to get link juices from.
