What are homepage links ?

I understand these are the links which are on HOMEPAGE only and not sitewide. I am just not sure how to add these links to blogger or WP blogs ? Coz if we add to blogroll or sidebar, they tend to be added as sitewide. Pls assist.

 

For wordpress blog, you can make a featured post. That post will be static on the home page.

 

Ah ! Ok. Thx.. and can I do that with any theme I use ?
Also, is there a way to do that with blogger ?
