In my own experiences, the paid tool - IBP would be a nice choice for this purpose. It would generate on page optimization reports for your site and give out advices accordingly.

Good navigation, good-unique title tags, alt img, img filenames, heading, link anchor text, and good copy with keyword mentions. Clean up non-www or www version, add non-crawling pages into Robots.txt, and set up a good link structure. Easy as pie

Agree there is no need to hire anybody to prepare report, but understanding of report is crucial.
