That was a simple to the point answer. Yup, some forums use no-follow. Does this mean that you shouldn't put your link there? No, by all means post your link where ever and when ever you can. It might not always improve your ranking, but you could at least get a few visits from them.
yes, not all forums and blog sites are "do follow" . A "do follow" would help you gain page rank, as opposed to a "no follow" link which does not pass any link credit on Google. So you might want to check the page source first before commenting/posting if you want to gain more links.
