couple of possible reasons: 1. Country from where you're getting the clicks is not as much valued as others. 2. False clicks.
That sounds very low income. Try to target high-paying keyword for your content so that cost per click will also increase.
Might need to work on researching and using high value keywords on your website. There might be some keywords that you can use to attract better paying ads from Google for your particular niche. Try focusing on these keywords to increase the cost-per-clicks of your ads. Good luck.
Maybe someone play with click or 1 ISP use the nat IP so that the people that click that adsense counted as 1 click. anyway, keep going. Cheers.
its all depend upon the keywords you are targeting. also there might be some false clicks integrate your Google Analytics account with that of your Adsense. look for the keywords that visitors are using to enter your website. try to dig deep into your analytics account. figure out if something is fishy like you are having high Returning Visitors and getting clicks from those visitors. if this is happening Google is not going to pay you anything. Use Google Adwords Keyword Tool to find out keywords having higher Estimated Avg. CPC, target those within your website and achieve ranking for those keywords. Use Google Adsense Heat Map to optimize your ads placement.

Its depends on many reasons like May be you targeted region, and keyword and content density or Low paying niche and origin of clicks are the reasons for that low revenue.
