It is sometimes difficult to really know the answer to a question like this. There is so much conflicting information out and about. For example I've read that the keyword tag should not have more than 8 keywords yet I've seen sites with as many as 30+ keywords ranking on the first page. I think a lot depends on the competition - take a good look at the top 10 pages ranking for your keyword and follow their lead.
