Just wondering if someone could tell me how to do this, after I post an article in my blog, I don't want them to read the full post feed but just a summary. I have already gone to my settings and than the reading tab and changed it to just read summary but it is still not working, should I be doing something else?

How do you know it's not working?
Have you made a new post AFTER you changed the settings, and it's still displaying the full article?
Where are you reading the feed?

It's not going to change previous posts they have already been syndicated. Changes in settings affect future posts, not past ones.

What are you reading your RSS feed with? Even better, please share the URL of the blog that you are trying to configure.

What do you mean ? You posted that you were having a problem with your RSS feed displaying full posts instead of a summary:

I'm saying that it IS only displaying a summary and it is NOT displaying full posts.

Are you asking about displaying a summary of your posts on the home page of the blog? That is not the same as your feed. You didn't ask the right question. "Feed" infers your RSS feed. How or where you posts are displayed on the blog is called the "Loop".

    Is this what you meant?

That is what I meant, sorry for the confusion, a summary on the home page is what I meant.

If your theme recognizes the use of the excerpt box in your post editor try that first. If not use the <--more--> tag to cut your posts off where you want them to stop displaying and link to the rest of the post.
You can also insert the "more" tag from your post editor..it's the button just left of the spell check button.
