Call for action: Limitation in withdrawal of Funds from Indian PayPal Accounts. Why?

    After, somehow getting past a stage of discord early this year and now we’re back in the same boat. Now, I’m not sure how we’re at fault by being PayPal account holders but it seems we’re being put through this financial rigmarole time and again. Will someone please realize that there are people who depend on PayPal for every dollar earned.


    We are simple people who aren’t cheating anyone, so please spare us. It’s great that we got a day’s warning before we are prevented from withdrawing funds electronically but it really makes no difference. For people like me, who’re always short of money, it’s okay, but what about businesses that depend on daily PayPal payments?
    It also appears that Paypal won’t allow Indian account holders to make payments online from money they’ve received for services rendered or goods delivered. Now, I’m sure that too is going to hurt a lot of people.


    What do you want us to do? Options:
    • Should we sign a petition?
    • Should we switch to another service provider?
    • Should we be forced to resort to asking for checks?



    It’s getting a little tiring now because asking for checks is almost an extinct practice and PayPal users had to resort to it back until 2007. So, now after almost 3 years, we’re back to where we started. It’s almost as though we’re collectively being held responsible for financial discrepancies.


    PayPal checks take roughly 2 weeks or more to reach us, and then we deposit them, and it takes another week to be encashed. Some banks don’t support this PayPal check system. Others take extremely long to allow the PayPal check to go through. In addition to this, we’re to pay charges because banks doing us a favor. To add to it, I have no idea if the mailing system works well, and who’s responsible if a PayPal check is misplaced or not honored by a bank.


    In response to:

    "In accordance with regulatory instructions, we would like to notify you about a change in our withdrawal functionality in India starting on August 1, 2010. At present you can request for either an electronic or cheque withdrawal of funds from your PayPal account if you are an India user.

    “From July 29, 2010 onwards, you will only be able to request for a cheque withdrawal of funds from your PayPal account.

    2. Click on the 'Request a cheque from PayPal' link.
    3. Enter the withdrawal amount and select your mailing address, then click 'Continue'.
    4. Click 'Submit' to confirm your request.
    In order to help you with this change and until further notice, we will refund the $5 USD cheque withdrawal fee to you for cheque withdrawals made on July 29, 2010 onwards.

    For any questions, please log into your PayPal account and click 'Contact Us' at the bottom of the page.

    We apologise for any inconvenience caused from this change in our withdrawal functionality. We will provide ongoing updates to you here. We thank you for your attention and patience as we work tirelessly to resolve this situation as quickly as possible.

    I'm requesting people to seriously contribute by thinking of solutions so we can collectively approach Farhad Irani or someone. Last time around he was communicating with most of us.

    That's right. Last time around everyone raved and ranted but did nothing much for one month except suffer. This time we need to find a solution rather than pass comments like 'hope and pray', 'let's see by the end of 30 days'. No reason for Paypal or the babus in the Indian govt. to kick us around. I agree with neoloves, it is time for action. In fact, let's try to get something together within the next 2 days max. I am sure there are plenty of honest paypal users to back this plan. Let's move ahead and brainstorm.

    == Please let's not sit on this problem for it to spiral out of control and last longer than 6 weeks like last time. Please at least try to mail, and be hopeful, and if you get a reply, please let us know what's the update.

    == Last time the problem lasted for almost 6 weeks. To add to it, I'm not sure everyone has enough money to last for a month without transfers, and then finally when we're forced to ask for a check, we might have to wait for another 3 weeks. Why settle for such inconvenience.

    === Could you elaborate a little more. I'm not sure what you want to get across. I agree that some govt. officials are slack when operating, and even corrupt, but they have nothing to do with PayPal at the moment. I can understand that RBI wants to be able to tax every dollar, but why make everyone suffer for that.

    == True there. We really need to get together, and decide on what to do. Does any one here have an idea? We already know there's a huge problem on our heads, so now lets do something about it.

    But what can we do ?
    We dont have a similar option.

    As far as I see, the best thing is, asking customers to pay via WESTERN UNION or WIRE TRANSFER.

    With Paypal, I dont see any valid options..

    I had heard PLIMUS and SWREG , but not sure, how they work.

    This is making life so hard.
    I am going to use WU for Business payments (I know its Not legal 100%) ...I can not damn care about Indian laws anymore when they have let me suffer with no fault of me.Probably open a branch office in Nepal and use WU.

    == Great idea. I've now mailed , but it had a delivery problem and the same thing happened with . The mails to Indiatv, , ad ndtv went through successfully. I've also mailed Farhad Irani and Arun Nayar from PayPal. Hoping someone replies, or looks into the matter. If not, I'll mail again tomorrow, and even look for more email ids, and phone numbers.

    Each one of us should call RBI and say that we are unemployed freelancers making few thousands per month from freelancing using paypal , please allow paypal to transact maximum of 2 lakh per people per year.
    and if we are adding pan card in paypal , we should be able to transact as much as we want.
    If RBI refuses , we should go to RBI office and ask them to give us job so that we do not need to earn from abroad.

    the main issue now is , paypal also says that we cant purchase anything from the payments we receive here onwards and also not send money to anyone. what is the solution for us guys? can anyone tell me.

    == to start with, at lest let's all contact RBI individually. Here's their email http://www.rbi.org.in/scripts/helpdesk.aspx

    I selected Payment systems in the drop down, but I think we could use foreign exchange too. At least we can initiate contact by emailing them to start with. Yours is a great idea.

    === Let's not do any transactions for now and get worried about the money. The money will stay in the account. In the meantime please contact PayPal officials and spokespersons. Let's not sit like ducks like last time, that way the issue won't get resolved even in 6 months.

    Please surf the PayPalblog, and also email PayPal guys. I've provided 2 email ids earlier in this thread. They had exchanged emails in Feb too.

    They may not check email , calling their office , calling media channels and then gather 10 unemployed freelancers and visit RBI office is the only solution.
