Reach out to the community, mention the forum casually, to other people in the niche (other forums?) careful not to get yourself banned though. You can also always go the SEO Route. Pick some keyphrases, optimize your onsite SEO factors for said keyphrases, and start building links. It's slow, but it would be the most rewarding in the long run.
and you can actually use your DP signature and put a link to your forum there. It is okay to promote your own stuffs but it's better to build a good, solid reputation before you do and people will eventually be drawn to you and eventually to your forum.

Your site is a new site so it has a long way to go. The best way is to get a good ranking in Google, which needs a lot of high quality backlinks.
Getting traffic is not a simple process.. so hard.. and also like yours forum site..need users registered and they should discuss. So first add some useful treads and also some good posts.. informative .. also if can possible add some tones , sw to downloading. And then try for traffic... All the best
You can also hire forum posters and have them post unique and highly informative posts in your forum. It can also help in attracting more visitors and eventually having them sign up because if the posts that you have. It sometimes makes them itch to post a reply specially if the posts are very interesting.
search in google mobile related forum. and post there also find some forum directory and submit there. this will help you for traffic
I'd suggest focusing on building page rank if you intend to market it on IM forums. Frankly, even if it is a forum that I'm not on to build business, I'd rather spent time on a PR 4 forum that allows some type of signature so my business can benefit from the time I spend there.
