$15 for 25 hours work on Photoshop, web design, etc? So meaning you are only paying $0.60 per hour? Are you kidding me?
Are you paying $15 per hour for 25 hours of total work? Or are you looking for someone to gather data from your site and make a list of work that needs done? IF your looking for someone to review your site then tell you how to improve it I can handle this, but I will not do the work. What I would offer is. A list of problems and concerns for SEO A list of graphical problems. A list of Coding problems. A list of any type of problems I spot. I can do this for $15 how ever I would not be fixing the problems but instead be giving you a detail report of whats wrong with the site. Estimated time frame for me to do this would be 1-2 hours, if the site is to large I would refuse to do it for $15.

You make it up, it does not have to be exact at all by any stretch. Sorry let me be more clear. I don't need any work done to the site at all. I need a data sheet explaining what was done in a detailed fashion broken down by the hour. Obviously the person who does this will have to use their judgment as they did not actually do the work.
