In my opinion anything that is related that will make the website grow is important. Specially if you are talking about the ON and OFF Page Optimization. Isn't it when you link build you have to make sure first that your website is in good condition? Such as the title you use, the meta tags, the alt tags and etc.. And after that you will proceed to the next level which is link building and for me all of them are important as long as I can generate quality backlinks from it..
The absolutely most important aspect of SEO has nothing to do with On or Off Page SEO. The most important aspect of SEO is the competitive review. Doing SEO without doing an accurate review of your competition is kinda like playing the lotto. You might win but the odds aren't very good. You must know what your competition has done and what they are doing now! Once you know their weaknesses and strength are then you can develop a winning strategy.
I would say first research the keyword your targeting to make sure there's not to much competition for that keyword. Then build as much quality content around that keyword as you can along with link building like directory submission, social book marking, link exchange and so on. It's about *attracting* backlinks. "Link Bait" is the best technique, IMO. For example: give away something, perhaps an e-book or a consultation; write about news in your field - this is a great idea when you are headed to an industry conference; interview someone important or expert in your field and publish the article; make a controversial post and start a debate, even if it's playing the devil's advocate; run a contest - a client of mine is giving away a wedding in Key West. It's going to draw a lot of links and traffic. I know you will think of more ideas!

This is not a single finding, could have shown results from my own sites but prefer to show that other SEOs know their job too.
Mjewel never used the term "tons", nor did he mention how many backlinks you need. That exampple you showed has backlinks. Can you show us a site ranking #1 for a term with no backlinks?
