PayPal Account Is Limited - Read This If You Need Help With It!

Discussion in 'PayPal' started by Serious Workers, Jul 20, 2010.

There are many threads around on DP regarding the PayPal account limitation issues. So, I would try to help everyone with it.

Let's start:

There are two types of PayPal limitations, and they are -

1. Simple Limited (Which Requires some documents to get submitted).
2. Permanent Limited (Your account closed and money will be returned after 180 days).

So, I will get detailed in both of this aspects.

1. Simple Limited:

There is simple solution in this type of PayPal limitations. Just you need to provide the appropriate documents to them via Fax or Attachment.

2. Permanent Limited:

There are several thousands of PayPal which are harassed by PayPal daily. The simple solution for this is send them this mail:

I am respectfully requesting that the hold on my funds/account be lifted. I
am not necessarily requesting that my account be re-opened or allowed to
continue to use the PayPal service, as I have already taken my business to
your largest competitor and am no longer in need of PayPal’s services.

I have previously requested a review/appeal of my case which was denied.
Although I still disagree with the decision to deny my appeal I will abide by it – however because I feel that holding my funds for 180 days for a non-fraudulent violation of PayPal’s Acceptable Use Policy is excessive, and perhaps a punitive abuse of power, I will be filing complaints with the following agencies on enter date here if I am not satisfied with PayPal’s response to this request to release my funds:
(agencies in the states that I reside or have a business presence in)

The California Office of the Attorney General
http://ag.ca.gov/contact/complaint_form.php?cmplt=CL
The Washington State Office of the Attorney General
https://fortress.wa.gov/atg/formhandler/ago/ComplaintForm.aspx
The Florida Office of the Attorney General
http://myfloridalegal.com/contact.nsf/contact
The Arizona Office of the Attorney General
http://myfloridalegal.com/contact.nsf/contact

Additionally:
The United States Federal Reserve
http://www.federalreserveconsumerhelp.gov/complaintinfo.cfm?info=1
(I understand that PayPal does not operate as a “bank” which is precisely
why they may be interested in such complaints)

The Better Business Bureau:
https://odr.bbb.org/odrweb/public/complaintlink.aspx

All complaints will be filed “online” enter date here and
written copies will also be sent via certified postal mail.

I understand PayPal’s need for holding funds for credit card chargeback purposes, however a review of my account history for the last year will reveal a very low chargeback rate as well as a very high customer-satisfaction rate. I feel that any reasonable person would conclude that holding my entire balance for 180 days is excessive and my be viewed by some as punitive or as already stated, an unnecessary abuse of power and perhaps even contrary to the laws of some states.

Please be aware that replying with the standard “this is part of the terms of service that you agreed to” will not satisfy my request, or deter me from filing my complaints with the agencies listed above on the enter date here. It will be up to those agencies to determine if PayPal is operating within the law, abusing power, etc. I am simply seeking a
resolution that is fair and in the best interest of both parties.

Thank you for your time again in looking into this matter.

No, they won't. Actually, they can't afford the cost to handle those complain which goes to those court. If only 1 user complains to those agencies it would cause PayPal a lot.

This happened to me out of the blue a couple of days ago for No Reason at all! They told me I wasn't selling enough and that's why. I then told them I was selling, just not on ebay. Then they asked me what I sold , and so forth, taking down every detail of information. I do have 40 100% positive feedbacks, and they told me I Need at least 100. Then told me to give them 24 hours and it should be resolved. So I never heard back anything, and called them 48 hours later, and then they saids that selling any form of advertising on the internet, in which I sell ad packages on here, is a High risk. I have never had any disputes or chargebacks or anything of that nature, and they are holding all payments that come into me for 21 days. This is going to put me out of business unless my supplier will take anything else other than Paypal.
My question is, and probably may seem like a dumb question, but I want to do this the right way. Should I email all of them at once, or one by one?

You should hit them e-mail all at once if you don't have time. But, you have enough time then one by one would be good choice. Also send mail to all of them, never miss a single one.

Its good but it also depends on how serious paypal thinks that this is a treat to them. One of my friend had sold something online for $1000. He even cashed out the money and after a month or so, his buyer filed a complaint in paypal to get the refund. The outcome : NOTHING. How will my friend pay, when he already removed the money and spent it all :D :D
After two years, still nothing happened except the friend's paypal account was blocked, but still it was a big loss for the buyer.

Well, in my case I have done nothing. I have had no chargebacks, no disputes, and 100% feedback in eBay but Only 40. I just got off the phone with them again to try to get a case ID# Which they dont have one for me, so I just put in my PP Id.
I was told in the last 2 years they have been doingthis to people with less than 100 feedbacks of 100% or selling high risk products such as Advertsing, certificates, and Even elextronics.
I was also told that in the last few days they have been getting alot of complaints from alot of people about this happening to them, and they will be doing this to everyone who falls into these catagories of their high risk items, or not enough feedback in eBay of less than 100 at 100%, and they will be sending a mass email out to probably more than half of their customers and holding a bunch of peoples accounts. Holding their money for at least 21 days.
I just sent the letter to all of them at once, so hopefully it wqill work, and hgopefully I won't get my Paypal card and my account closed, as I use it regularly, for sending this email, but it's putting me out of business at the moment. I will let you all know the outcome of this, as soon as I do. If it doesnt work, I have no choice but to go to Moneybookers, in which I am not very familiar with them, but I know I have an account with them, set up from way back when.
As I said, as soon as I hear something back from them, you will all hear back from me. The states listed, I don't reside in, and wish there was one for New York, so I Had to revise it and take out that I reside in one of these stzates, and leave it as I do business in these states. I really hope this works, but I won't know as Of now I have a zero balance on my account but an alert telling me about my account. So If I see thast taken off then I know it worked, or if I hear back from someone. As soon as I know , you will too. Also, if I put in my threads that I only accept Money boookers, don't you think my sales will drop tremendously or no?

Hi,

For New York state this is the link - http://www.ag.ny.gov/contact.html

Surely, Moneybookers will effect your sale and PayPal is the only option. But, one thing I am not clear about is do they hold your money or just limited account?

I guess this approach worked for SW.. simply because nobody ever wrote about taking such an action earlier. If one and all adopt this method and write to paypal from hereon... I doubt it would be effective as Paypal would easily detect the similarities and would not take it seriously from now on! :(

Regards,

As I wrote earlier, they can't ignore it. If they would then they will face lot's and lot's of loss. The real thing is they are doing that work illegally and that is why they are scared off. And the technique isn't new, it has been used by several hundreds of People. :)

Surely, it will work. Just wait for there response. :)

The , told me tey weren't going to handle, and showed me how to contact customer service. Then emailed me back and said "Dear Melanie,

Thank you for contacting PayPal.

Your account has been forwarded to the appropriate department and will
be reviewed within 24 - 48 hours. Once the review is done, you will be
contacted by PayPal.

Thanks for sharing your concerns with us. We value what you have to say,

questions, visit our Help Center by clicking "Help" in the top right
