I suppose it depends on the context. Focus on increasing traffic, increasing relevancy, and increasing sales, and you're good to go.

A good CTR is starting from at least 30-35%....but how others says depends on many aspects.

Clickthrough rate or CTR, is the way to measure your online business campaign. A CTR is obtained by dividing the "number of users who clicked on an ad" on a web page by the "number of times the ad was delivered" (impressions). For example, if a banner ad was delivered 100 times (impressions delivered) and one person clicked on it (clicks recorded), then the resulting CTR would be 1 percent.

Your ideal click-through rate takes time to determine. It’s not the same for everyone, and depends on such factors as your industry, keywords, and conversion rate.

    Click to rate
Hits from the English "Click-through Rate" (click-through rates) and "Clicks Ratio" (CTR), is the site of a content page, the number of clicks and the ratio of the number is displayed, or clicks / views , it is a percentage. Reflect the content of the page by a degree of concern, often used to measure the degree to attract advertising.
For example: If the 1000 page was opened, and the page one ad was clicked 10 times, then click on the advertisement rate: 1 percent
At present many people the concept of hits and traffic confusion, which is an indicator to measure site traffic, that page view, is the number of visiting user clicks on the page. So many people say how many million site hits, the fact that traffic, or called page views.

35% mean every 3rd user clicks your add. This usually much lower in reality unless you somehow force them to click
