Damn old thread, but what the hell.... I don't know if this has been mentioned (maybe I did earlier, but have forgotten), but one who is looking can go to such sites as Askmen, About, MSN, Yahoo...and contact the writers there. Many are looking for more sources to write for.
Gernally, India with over 1 billion people as a whole, , has a potentially a larger base of proficient users of the English language in comparison the the 90 million Filipinos.
There are billions of stars but, can they replace the power of the sun? IMHO, I would judge both countries equally.
Huh? GAF for excellent writers? Today morning I noticed an ad offering $0.85 per 500 words article and most offers on GAF are more or less, similar. I cannot accept that excellent writers would work at such rates.

Sorry to disappoint you, but negative on either count. Geography and colloquialism defeated you on both counts.
To make a long discussion short, there is no one place to find good writers. In fact any place where writers hang out has bad, mediocre and good ones. To find your good one, first ask yourself what it is you need written, then find a place that specializes in it. You have better chances to find it there.
