Get links to your site from one that gets hit regularly by Googlebot and you should be indexed within a few days.

The more link from important page link to you, the faster google index your site. However, this is not meaning all about their PR, for now, I think google has pull out their weights on PR important somehow, but PR still important one. Find link from themed authority site with PR 5+ link to you then Google bot will come and index your site faster.

PS. You need at least "1" link pointing to you if you want bots crawl your site. :D

I think an average of 1 week is a safe bet for Google. This also counts for updates you make to your site.

    Yes.

My new websites are getting indexed in about 1 week.

Google reindex it about every month. 0 PR sites that is.

I already have relevant 3 PR6 and 4 PR5 links and 100+ PR4-PR0 back links. Google is regularly crawling my site but not indexing it.

Here's the trick post your URL here and add your link in your sig and you will get indexed within a week. :D

Also Google update their indexed pages and backlinks is not everyday so you might just have to wait for your link to be displayed if your type site:www.domain.com
    :)

These meta tags are completely pointless, the only point of the robot meta tag is to ban the search engines from indexing/following links on the page
