I believe in yahoo site explorer . I have noticed in some SEO tools such as SEO for Firefox where there is often a significant difference between the results for YSE and link:domain.com. See for example how they compare for vehix.com, a used car site: 2431 links vs. 586,000. Which is more accurate for gauging how many links this site has?
