I currently use this service for all my sites. First thing i do is start on a monthly subscription with the sites and get them submitted to directories. A consistant flow of backlinks is continuous as I do other SEO methods as well on top of it.

No approval guarantees. Approval depends on a LOT of factors including title used, description, number of ads on your site, site's design, directory editor's mood, niche (loan is a bad niche ;-)), age of directory (old directories are more prone to reject though new directories (and owners) give better approval rates).

1) Yes. It's still available (at the same price).
2) Yes. A list of directories where your site is submitted is sent every month (if you buy a monthly subscription).
3) No. I don't keep track of approvals. It takes more effort than submissions ;-)..

 

I see. My last question - only domain URLs can be submitted or deep links are allowed too?

Only domain URLs. Use other methods like article submissions or guest blog posts to get links for internal pages.
