I am strong in SEO skill, but i have basic knowledge in website development. Is it web development required for SEO?

Very basic html I would say - title tags, h1 tags, putting keywords into some file/page/image names, alt text, that type of thing. As an extra, maybe adding a few keywords into a footer note.
At minimum you need to be able to alter websites..ie code etc. Link structure, H tags etc. Someone who doesn't know html/css etc really shouldn't be doing seo IMO
It would be really useful to have at least minor web developing skills if you ought to do SEO. Main reason is for onpage optimisation, i.e. Page Speed - Cleaning up codes and compressing web files can lighten up your website loading speed which is also another ranking factor in SEO. Optimising meta tags, h1 tags and links are also part of onpage optimisation.
Sites are usually coded in HTML and CSS, but it is not important to learn complete web design or development languages only to implement SEO techniques. So, in my opinion, if you know HTML/CSS than it's good, but if you don't, than start learning the basics only (like meta tags, headings, ALT image tag and other important elements). Good luck,
if u make site having good base of structural design then this can be very usefull in your SEO and u can generate more and more traffic by this site.....
I do not think that web development skills are needed for SEO. I may be wrong in my answer. You may correct me if I am wrong.
