Where to reg. a co.uk tld? cheapest that accepts paypal?

Hi,
Where can i register a co.uk tld?
Is it legal to register a domain in 1and1.co.uk even though your not from UK?
because when i researched their are some domain site registers that offers below the market price if they are from uk like the 123-reg.co.uk

for example i register with namecheap.com it cost $17+ for 2 years
but in 1and1.co.uk and 123-reg.co.uk when converted in us dollars it only cost $10
