I suggest you read the thread concerning online pharmacies -- you'll see there are almost no legal pharmacies as no one uses a doctor visit to isse the Rx.

There is so many of them, it depends what kind of affiliate program you need for your website and what is the source of your traffic. If you have traffic from SE than you might consider some adsense and similar programs and if you have traffic from links or toplists than you need some CPM like paypopup there are also other CPM but it is difficult to get there if you have low traffic or you dont meet their criteria.
