Please could anyone help me with this site!

My site http://mostliked.net allows people to like their friends, and other people, but it also finds who the most popular person is. Right now, the programmer doesn't know of a way to have the most popular list ordered by how many likes each person has.

How is the list generated? Is it via PHP or just plain HTML?
