    I don't think so. There are many popular bloggers that have done it and there are many websites showing you how to do it with a simple code string.
    In fact, if you download any template from internet, then I'm shure that they have already included that string to hide the top blogger header. (99/100 times atleast)
    But hey, if you find it in the T.O.S and wan't to be 100% safe then don't do it. :)
