If it's thematically relevant, has authority and high trust rank, yes, it will help you. It's not going to have the same pull as the same site in the U.S. but links from authority and trust give your site authority and trust.
I'd try to stick with sites from the United States to keep the relevancy for them. If you do SEO with Indian links they will get results in the Indian Google. I assume they want USA traffic, so stick with USA sites.

As long as it is relevant to your website niche, it is not bad to link with a website that are dedicated to other country. But, don't expect relevant traffic from there since it is not your targeted market area.

No, I do not agree with you. The value of a link differs for different geo located website. A link on indian website would help better an indian website than a US website. Considering the fact that Google offers different search results for different geo location and there are several factors that Google considers while awarding rankings like server location, Domain tld, geo location status in webmaster tools and most important thing is backlinks. If you have a client in US then most probably he would want to promote his services in US, if you would start creating the links from Indian websites then Google would consider that the website is mainly serving Indian market as most of the backlinks are coming from Indian website. It will help the website to rank better in Indian search results but In Us search results, there would be not a great improvement.
It could actually harm the site - as the poster above me has said, having loads of Indian backlinks will not help in US rankings, but more than that - Indian backlink builders do have a reputation for being spammers. Apologies to all Indian non-spam seo's, but you know what what I mean. If the site suddenly gets loads of backlinks from Indian sites, it could trigger a spam filter. The notion that backlinks can never be a bad thing is a contentious one.
An indian website relevant to your site will help you lesser as compared to a relevant site which is US based. And from Indian and US site i mean where the Servers of the site are hosted. For Instance a site which is Indian based has a server in US , and in google webmaster master tools the Geo Targetting is set as US then it would be as equal to an US site,Irrespective of fact that the site is Indian Traffic Based.
