If you have a large site, who has the time to submit all of those pages? My forum has over 100,000 threads - exactly "how" am I supposed to submit over 100,000 URLs to dozens of social bookmarking sites? And on top of that, I have heard of sites like digg banning people if you submit more then 20 urls to a single site in one day. If you have a small site with only a few pages, sure, you could submit all of them. If you have a medium - large site with over 10,000 URLs, submit some of your popular pages and dont worry about the rest.
yeah, you should spread PR around to inner pages as well. It can look suspect if only building up the main page.
