When blog commenting, is it important to only comment on targeted sites? Or can it be non-targeted as well?

You can comment on any blog of any nature, but comment should be in the sync with the blog post and corresponding other comments and you need to focus on the quality of the content rather than focusing on backlinks.

Well i think that relevancy of the blogs is quite effective as "G" eye consider relevancy of any of the site to get top position.

Relevant blogs are important. But what you mean by target keyword, if you are trying to put your keywords in the name section then I would like to apprise you the most of the good blogs do not approve comments who do not come from a genuine name.

If you are commenting, use your name. Using names like Cheap Web Hosting or Best Health Tablet would only make your comment look like spam. :)

If you talk in SEO perspective, it is important that you post comments in blog sites relevant to your site or your line of business. Avoid using keywords, firstly, in High quality blogs, they don't allow you, there are blogs which allow you to use keywords along with your name, there of course you can take advantage of that, but it is always good to use name and secondly the quality of your comment is very important, read the blog, understand the points and post a genuine comment, that helps you build a reputation. From Most of the High Quality, High PR blogs you don't get a back link as they use a 'no follow' tag, but still you can drive a good amount of traffic through these sites, provided your comments are exceptionally good. Otherwise if you look for back links, then there are a lot of average PR, 'do follow' blog sites where you can post comments. when you post comments always post with the interest of participation and you can exchange ideas with others.

Definitely relevant topics - you want to comment on things where you'll be able to add a relevant and timely comment if you want to get noticed. Look to start a conversation or add something of value in your comment, it'll be far more rewarding.
Agree with not adding "my great website" etc as your username, not only does it look spammy, the anchor text will be a waste of time with any nofollow blog, and the vast majority are.

Blog Commenting is the important topic for SEO.
Given that the majority of blog comments ARE going to be "nofollow"s, but I still see many ways that it can be useful.

This next story I'm about to mention, is 100% true. I know someone that used to comment and talk on a guys blog everyday. He just liked the way the author wrote, and the topics he wrote about. The author became very familiar and used to seeing him, and they kind of became close. The guy who commented on the author started a business one day, and as soon as he did, the author wanted to help out, so he posted links in his blogs, placed banners on his site, etc. The blog and site had a great PR and got good traffic. Eventually, this started driving a large chunk of referral traffic to the person's site and business, all from 1 good relevant blog.

Referral traffic is arguably not SEO, but those links the author posted all over his blog and site were good backlinks, and Google saw them.

    Thanks.

Honestly I believe that the topic of the blog is very important. Even though you can get a great backlink to your site from any blog with a Page Rank is that really going to bring in a customer. Nope. But, if you comment on a blog related to yours the person reading your comment might actually click your link because they are interested in what you have to say.

Example. If a person is looking for dish washer reviews and you comment on a blog about dish washers. The person clicks your link and goes to your blog. But, your blog is about how to grow pine trees. They are not interested in that, they want to know what the best dish washer is. So this person is not going to stay long.

If you want to get good Direct Traffic from blog commenting, then you should only target and comment on blogs which are in the same niche as you.

Blog Commenting is very much useful for Link Development it provides instant results than any of other backlinks format but the problem is that the concept of Do-Follow and No-Follow would be considered while commenting

As far as search engines are concerned, the tendency is for relevancy => leverage
