    A friend of mine would like to use PayPal to receive payments with fees, such as if someone goes to his site and click on a PayPal button to send for example $100 then the price updates itself with a fee - do you know how to set up something like that through PayPal?

    It can be done by linking your paypal account to that website. Or if the transfer is by conversation you can give your email account in paypal.

    He doesn't want to avoid PayPal fees.
    He wants to set up payments through his site for services and if someone pays for example:

    $0 - $100 --> %20 to be paid to his PayPal (for $100 it would be $120)
    $101 - $1,000 --> %30 to be paid to his PayPal (for $1,000 it would be $1,300)

    Can he set it up with PayPal?

    it cannot be done automated , either ask the sender to himself add the fees amt n send or write a note aside to the paypal button that if your willing to send 100 , kindly send 120$ etc etc

    Why not just price products to include paypal fees, then their cut comes out and you get the amount you wanted for service in your account?
