I came across this adwords voucher 75$ voucher for 9$

This seems to good to be true. Is there some catch here ? Or really can one get 75$ worth of adwords by just paying 9$ ? why would google hand out such vouchers for cheap?

Edit: ok so they only work once, with accounts that are newer than 14 days!
God F**king dammit , my account is more than 14 days old, the stupid bank takes 10 days to enable netbanking. what do I do now? create a new account i guess...

You get them for free with hosting packages etc - you pay $5 as an activation fee, and get $75 worth of advertising to learn how to use the system .
I would'nt bother to buy a 'secondhand' voucher, it could have expired, been used already, and you may well find a better deal by buying a cheap hosting package
(You can only use them for a new account, and if you keep opening accounts to use vouchers you will get caught out and you will get banned.)

Pretty much explains it. The catch you were suspicious about is, is that it is probably cheaper to register a 5$ go daddy domain and get the free 50$ adwords voucher than buy a 70$ for 9$ off a nobody.
