google has special rule for publishers from India as i can see. you can only thank to your fellow countrymen for forcing google to implement such restrictions. you need a domain that is atleast 6 months old to apply. not only that, you cannot apply with free hosted sites like blogspot or anything like that either. you need your self hosted domain
Go though the adsense TOS, then build a quality website without against any adsense TOS Then you will get approved

Porn, warez, hacking, religion-intolerant, zealot sites of a terrorist/militaristic flavour will be rejected. Google does not have hard and fast rules about these, but when it sees a site that has illegal content, or has content that it feels will offend 99% of people, it will be rejected. 3. Broken links 4. Weird redirection scripts 5. Spammy popups. For affiliate marketers you would be familiar with those ‘Leaving so soon? We can offer you a discount!’ kind of popups. These are extremely annoying and I suggest you turn on this on your site first. 6. Unoptimized graphics that take ages to load. 7. Blatantly stolen content ripped off from another site and passing them off as your own. 8. A site that is an exact carbon copy of another popular site. 9. MFA (made-for-AdSense) sites derived from a template, jam packed full of spam links to affiliate offers, with little to no real content. i can suggest one thing..upto 20$/day with adsense is easy task according to me.. But getting aproved the adsense from india is not that much easy. Any way ,if you have good quality content , at least 20-30 postings with your blogger also you can get the account . Because i got success in 2 times like this with my blogger.Try with blogger just one time is fine.if it is not working go for domain.
I read this methods and applied to Adsense using this same method. Well you don't have to put much efforts on your site as long as it is legal, it has contents, and it follows Adsense' policies, then go for it! Just be patient. Approval isn't instant.
Content is the king. Try to build and promote your site first. Unique content is must. Google Adsense team has approved me two years ago. But I did not display ads by google for two weeks in my new site. After getting enough visitor, I started showing ads by google in my site. So, I thinks don't wait for getting approved by adsense. Just publish your site and promote it. Don't think of creating MFA site. Adsense should not be your main goal. Though Adsense brings lions share of revenue of every webmaster. I think no as I have friends in Philippines and his adsense account is still alive. He is using it for more than two years.
For Bangladesh, having a blog from blogger.com is enough. Make a blog, put 5/6 articles and apply to adsense from your blog. You will get your adsense account ready within 2-4 hours.
It's too difficult for me in case of Adsense, I've banned some months ago, now I can not register .......... I need help ......
