SEOPenalty.com used to be a great Google penalize tool until they had to got it improved and never done until now. However, I would not recommend you to assume website penalization based on poor ranking. I have done on surface check and found your website does not seems penalized from my test. It's ranked number one for their own name and seven years old domain will not so easy to being punished, unless it is a dropped one. There are some issues needed to be fixed. 1. Your website has only 1 link popularity in Google. This is an answer on your poor ranking. Have you ever done link building continuously for this website? 2. The footer text with link to inner pages seems is seems like "spam attempt" from my perspective. I would recommend you got it fine-tuned or removed. It is an easy identical pattern and abused by most webmasters before.
Things are also needed to consider why you dont have ranks on G. The age of your site and the competition of the keywords your expecting to rank.
