I think no you can't ! You need a PP account verified with a CC. And SBI doesn't provides the facility of creating VCC !
If your paypal is unverified, you can't buy domain in Godady, so you must verify your paypal first, you can verify it with VCC....

Go and try name.com. They accept paypal unverified accounts. You can just buy domains using your paypal funds.

You can't do anything with your account because its limited. Go to RESOLUTION CENTER of your PP account and check what they want you to do. Once you do it then only your limitations would be removed and then you can buy domain from namecheap. - Mr.President -

You can get your bank statement from bank. They give it if you ask them. And yes you can open an account in HDFC and also create VCC from it.

well most of the hosting or domain restraint need a CC attached with your paypal account . However if want to get verified then i can be done by a local bank account as well
