Yeah. the above answer brief about the in/out bound links

As per google PR analysis.. Number of outbound links shares your PR and number of Inbound links get some value to your PR. But it is not directly equal.. but it plays a proportion role.
It is good to have more inbound links and very less/no outbound links.

An outbound-link is a link from your website to another website.

Inbound Links are those links from other sites that are pointing to your site.

Outbound links (reverse definition of inbound links). Links on your site pointing to others.

Outbound link is just opposite to inbound link. Outbound link is a link from your own website to another website, while inbound link is a link from other website to your own site.
What you should do is to reduce the quantity of outbound link and increase the quantity of inbound link.

Difference between inbound and outbound links...when site 1 links to site 2, site 1 has an outbound link and site 2 has an inbound link, got it?

An inbound link is an hyperlink to a particular Web page from an outside site, bringing traffic to that Web page. Inbound links are an important element that most search engine algorithms use to measure the popularity of a Web page.

Inbound link is the link which stands for inner links that means some other websites are lined to your website.
Outbound link is the link that stands for outer links which means that your website is linked to some others websites .
Now we can say that both (Inbound and Outbound) stands for reverse position.
    thanks...
