Yes, link exchange is very good for PR but only if you link to quality websites. Before you exchange links make sure that your partner's website is at the same level as your website because if you own a big or medium website than trading links with very small websites is useless. Don't trade links with low quality website because it can harm your ranking.

I once watched a video of Google's Matt Cutts where I think he discussed this. I think the general idea in the video is that Google has a way to determine if you just did a reciprocal link (in our case exchanged links) and cancel out the link juice. So if what I recall is right, it simply means that doing a link exchange won't do you any good in terms of link juice but it can be useful to redirect some of the traffic from the site you link from and vice versa.
Set aside the PR discussion for a moment. There's a different reason why I stay away from link exchanges, except with webmasters I personally know well. The other site you are linking to may be sold some day, you may not be aware of the sale, and the next thing you know you are linking out to a porn site.

Minimal link exchange is fair enough, for it gives additional referral traffic towards your site. It may give your site external link support but it's for temporary only. I believe that it is much better to focus more on quality one-way link building cause it will benefit the site for a longer period of time, and it weighs more in search engines eyes.

exactly! also, its time consuming to keep contacting webmasters in an attempt to exchange links. then spend even more time to keep track of the links as there will be some site owners who will remove the links after getting one back. some sites will vanish after the end of the 1 year term and will not be renewd, some will be sold and new owner will remove the links, etc. just too much issues with link exchanges
Quite right. Those are good additional reasons why many webmasters don't bother seeking reciprocal links.

A lot of the time it can be bad, as people are just milking the crap out of their sites for money, and aren't exactly legit. Just be on the lookout for bad exchanges.
