At first you should have a website or a blog with a unique content. Then you could apply for an adsense account!
Try to read a lot about others experiences to avoid being rejected.
    Good luck !

A little known secret is to get a .tel domain and populate it with about 5 pages. The .tel domains have their own built in hosting and are easy to set up. It will cost you about $10. Then apply for an Adsense account. Once approved you can use your Adsense account on your other sites. Remember to always follow Adsense's rules and do not click on your own ads. Google is smarter than you and they will catch you. Use known SEO methods and build unique quality content.

Yes, if you have your own website with quality content and your website is few months old, then your chances are higher.

Creating an account is not very important..all you need to be concern is either your account can be accepted or not by the google. Many of us can create an account for google adsense but failed to get approved..you must have a website with quality content or unique content and your website is few months old before applying to the google adsense
