    There are still several fraud-oriented countries (Nigeria springs to mind instantly) where Paypal won't tread. But there are only a handful of those, and if you search their site, I think they maintain a list.

    No not actually, It's not possible to receive money via paypal in all countries, I have this facility in my country.
