There is software that will search blogs for you and tell you if they are dofollow. But on another note I would not worry if they are follow or not. Even a nofollow can get traffic.

 

i am also waiting for the blog list .

 

I'm not sure whether blog commenting are that much effective compared to other seo techniques.

Well as per my knowledge blog commenting is beneficial in one or other way. Though the other techniques are useful in same manner.

You can do a search on google with the keyword "blog DoFollow lists" or "blogs DoFollow lists high PageRank." .
But there are a lot of keywords you can search there.
In addition to google, in the digital point forums also a lot of members who give the DoFollow blog list and directory site who's quick to approve.

In google type "dofollow inurl:blog site:.edu" you will get tons of dofollow blogs with .edu extensions,
if you are not interested in .edu then change it to .com.
