They say my account is limited because paypal observed some potentially or unusual high risk

Paypal security is little to none. Even if a hacker accesses your account, they can bypass the "security questions" or "provide cc/bank info" just by clicking 2 links.

Just contact their support department, and it'll get resolved... Or make a new one, if you dont want to go through that hassle.

The simple answer to all paypal issues is either 1) just don't use it, or use it as little as possible, and 2) keep little in the accounts, and start a new one on a clean IP if they hassle you with limits.

Call PayPal and tell them its Dynamic IP
Even if its Dynamic the First two things in IP will be static
Say it always begans with 56.66.XXX.XXX
    Or atleast the starting
    56.XX.XXX.XXX

    I have same issue,
But because they need proof of address information.
I add an utility bill, Resident Id card, and driving license.
    And voila....
    It's done

The best move for you is to leave your current PayPal account and create a new one. It saves you from the hassle of contacting their support department. If you will encounter the same problem you need to call them if you're in the US. If you're not, e-mail them.
